The Victorian Commission for Children and Young People’s ‘Left Behind’ systemic inquiry examines the experiences of children and young people who are subject to multiple reports to Child Protection.
Drawing on consultations with 30 children and young people, more than 140 sector stakeholders, and a review of child death inquiries, the report identifies a persistent “refer and close” cycle, where concerns are repeatedly reported, referrals are made, and cases are closed without meaningful change occurring in children’s lives. The inquiry found that many children remain visible to multiple systems, yet often do not receive the timely, coordinated and child-centred support needed to improve their safety and wellbeing.
